She was elected mayor that November. A former educator, Dixon had been elected to the City Council in 1987 and was the first African-American woman to be elected council president in 1999. During her administration, the city's homicide rate dropped to the lowest in more than three decades. She worked to clean up city streets and find funding for affordable housing. Dixon garnered another dubious distinction as mayor. She was the 10th in the history of Baltimore to resign her office. After being found guilty of embezzling gift cards for her own use, she agreed to resign her office on Feb. 4, 2010, as part of a plea deal. Schmoke joined the Baltimore law firm of Piper and Marbury. In 1977, he served in the Carter administration's White House on the domestic policy staff until 1978 when he was named assistant U.S. attorney for Maryland. Schmoke served as state's attorney for Baltimore City from 1982 until 1987, when he successfully ran for mayor, and was the city's first popularly elected African-American mayor. Schmoke placed a major emphasis on adult literacy and established an agency to support this initiative. He increased state funding for city schools and established the Community Development Financing Corp., whose mission was to raise public and private funds which were to be used in the renovation of abandoned homes. Through the Clinton administration's Empowerment Zone project, he worked to bring housing, jobs and business to the city. After three terms, he decided not to run for a fourth and returned to practicing law. He later became dean of the Howard University Law School, where he is currently a university administrator. Du Burns was a self-made politician and urban renewal expert who was elected to the City Council in 1971 and rose to become City Council president. He became the city's first African-American mayor in January 1987, when William Donald Schaefer departed for Annapolis after being elected governor. Burns tenure lasted only 11 months when he went down to defeat in 1987 when he lost the mayoral primary to State's Attorney Kurt l. Schmoke. During his brief administration, he worked to improve city schools, created the first city program to aid the homeless, found money to keep five branch libraries open that were slated to be closed. He also increased funding for schools without raising taxes or eliminating jobs. At his death in 2003, Del. Howard P.
